The Countywide Needs Assessment on Early Learning and Care is a study implemented every five years to:
– Identify gaps and opportunities
– Guide strategies and investments
– Inform the development of a 5-year comprehensive countywide Child Care Master Plan

Our Master Plans are informed by the needs assessment and created through a county-wide strategic planning process for early learning and care services. The results are published in the Commission’s Master Plan, which includes recommendations to policymakers and other decision-makers for the promotion of quality child care and development services in the County.
